HOW TO GET ON THE CC AGENDA
The Coordinating Committee is interested in your ideas! We want to make sure as many people as possible are involved in the Green Party of Minnesota and as much activity as possible occurs at the local level. Please submit your ideas to the Executive Committee (EC) by emailing ec@mngreens.org before the last Friday of the month.
The EC makes the Coordinating Committee’s (CC) monthly agenda. The EC can help you develop your idea into a written proposal.
When writing your proposal, please make sure it:
a) Reflects Green principles
b) Is an action or issue most appropriately addressed at the state level
Your proposal should:
1) Explain the resources required
2) Describe if volunteers are necessary and the skills they need
3) Include an action plan
4) List financial, political and practical responsibilities the proposal would create for the GPMN
*The more complete your proposal, the quicker your proposal will become an agenda item for the entire CC to examine.
*Finding supporters, (especially recognized local parties, caucuses and committees) will also speed up the process.
*The EC is here to support you. Please contact the EC ec@mngreens.org or someone on the CC to start the process.
For further information, the following CC policy directs how proposals are handled:
Procedures for Setting the Coordinating Committee Agenda (Adopted August 2001. Revised March 2003, June 2004, October 2006, February 2007.)
I) To bring an idea to the Coordinating Committee [CC], please develop a proposal in writing.
A) Two weeks prior to the meeting or earlier, submit the proposal to the Executive
Committee [EC] of the CC.
B) A proposal should meet the criteria listed below.
- 1) It clearly reflects Green principles.
- 2) It is an action or issue appropriately addressed at the state level, rather than by a local, a caucus or a committee.
- 3) It explains the resources required.
- 4) It includes an action plan.
- 5) It lists financial, political and practical responsibilities it would create for the Green Party of Minnesota.
- 6) If it requires unbudgeted expenditures of $500 or more, a cost/benefit analysis should be attached. You are encouraged to include a fundraising plan to cover the cost.
C) If your proposal is deferred; a member of the EC (in a timely manner) will communicate the reasons and a suggested course of action to proceed with the proposal.
D) The EC will keep track of the location and last recommendation/action on each proposal it denies or moves to bodies other than the CC. It shall offer a monthly written report on the status of those proposals.
II) The Executive Committee shall have the responsibility of drafting a proposed agenda for the monthly meeting of the Coordinating Committee.
A) At each CC meeting, an EC member will be assigned the role of point person for the
next month’s agenda.
B) The point person will keep track of all proposals, including the proposals tabled at the previous meeting.
C) A timeline will be followed for the agenda process.
- 1) Two weeks prior to the meeting, the point person will send a tentative agenda and all proposals to the EC members asking for their evaluation, (to be completed within 2 days.)
- 2) All EC members will respond with their evaluations and feedback on the agenda.
a) Proposals will be evaluated on the criteria listed above in Section I) B) 1-6).
b) If the proposal includes a $500 or more unbudgeted expenditure, the GPMN CC
will conduct a cost benefit analysis, including opportunity costs
c) An EC member will include a reason, if s/he defers a proposal.
3) By 10 days before the meeting, the point person will then put together a final agenda of all the approved proposals, of items tabled from the previous meeting and of any other business items.
4) 7 days before the meeting, the point person will send the agenda and the proposals to the entire CC. If a CC member does not have email, they will be called.
5) If a proposal includes an unbudgeted expenditure of $500 or more, the CC will conduct a cost/benefit analysis of the proposal to include opportunity costs.
D) The CC may amend the agenda at the monthly meeting.
II) Proposals that arrive following the deadline may only be added by decision of the Coordinating Committee.
IV) Items that arrive after the deadline, and which are not added to the agenda, will be deferred to the following month's meeting.
V) At any time during CC deliberations on a proposal, a CC member may move to defer a proposal to another group (local, caucus, committee, etc.) for further development, consideration, or action, prior to further action by the CC. If consensus is reached on this motion, such action shall not constitute rejection of the proposal by the CC.
VI) This policy will be publicized on the state party website.
